Rolled-back mileage: how to check a car's history

Rolled-back mileage is still a common trick. In Romania there is an official document showing the history, so most fraud shows up in a few minutes if you know where to look.

Translated from Romanian. These guides describe Romanian rules.

RAR Auto-Pass

RAR Auto-Pass is the certificate issued by the Romanian Auto Registry (Registrul Auto Român, RAR) with the mileage history, reported serious damage and manufacturer recalls. The data comes from periodic technical inspection (ITP) stations, garages and other authorised bodies.

Since 1 December 2024, anyone selling a second-hand car registered in Romania must give you the certificate (Law 142/2023). It is issued online on rarom.ro, costs 42 lei and is valid for 60 days.

What to look for in the certificate

  • Mileage should rise over time. A drop, or a long gap with no records, is a warning sign.
  • Compare the last value with the dashboard and with the advert.
  • Compare the data with the ITP records and the service book. Ask for an explanation of any difference.

What the certificate doesn't show

The certificate contains only what was reported. A car brought from abroad has its pre-import history in another country's register. And mileage says nothing about accidents or liens.

For an imported car, a paid report by VIN helps, for example from carVertical, which gathers data from several countries. The report helps, but it guarantees nothing.

Beware of fake certificates

RAR has warned that some companies sell fake Auto-Pass certificates, or real ones at inflated prices. The official certificate is available only on rarom.ro.

Checks without a register

  • Wear on the steering wheel, driver's seat and pedals should match the mileage.
  • Service invoices showing mileage from different workshops.
  • Older ITP records, which show the mileage.
