Rabla 2026: how much the voucher is and what to do with your old car

Rabla, the car scrappage programme, gives you a voucher towards a new car if you scrap one that is at least 8 years old. It doesn't apply to second-hand cars, and the Environment Fund Administration (AFM) closed the 2026 session for individuals in September, when the budget ran out.

Translated from Romanian. These guides describe Romanian rules.

How much the voucher is

The voucher can't exceed 50% of the price of the new car. New diesel cars don't get a voucher.

  • 18,500 lei for an electric or hydrogen car
  • 15,000 lei for a plug-in hybrid
  • 12,000 lei for a hybrid
  • 10,000 lei for petrol, LPG or CNG

Conditions for the old car

The new car must stay in your name for at least 18 months.

  • it is at least 8 years from first registration in Romania
  • it is registered in Romania and has its essential parts, including the catalytic converter if it had one from the factory
  • you have no debts to the state or the town hall
  • you take it to be scrapped and deregister it within 60 days of approval

How to apply

From 2026 you apply yourself in the AFM app, not through the dealer. After validation you choose the car at a dealer accepted in the programme. AFM announces the date of the next session on afm.ro.

Rabla or selling?

Rabla is only for new cars. If you want a second-hand car, or if your old car is worth more than the voucher, you usually come out ahead by selling it. On AutoNinja, listing a car is free for private individuals.
