How to buy a used car safely

Seven steps from the first message to the ownership transfer. Most scams and bad buys show up in the first three.

  1. Ask for the VIN and the RAR Auto-Pass

The Auto-Pass is issued only on rarom.ro, for 42 lei. Sites that charge more are middlemen. Check that the VIN in it matches the car. RAR's free Istoric vehicul service also sends you the mileage recorded at ITP checks.

  2. Check the car's history

A paid report by VIN, for example from carVertical, shows records from other countries, accidents and theft. For an imported car it's worth the money.

  3. Make sure the car isn't pledged

Ask whether the car is under leasing or pledged for a loan, and ask for proof. Pledges are recorded in the Electronic Archive of Security Interests in Movable Property (AEGRM).

  4. See the car in person

Go in daylight and check that the VIN on the car matches the registration certificate. Take a test drive, and if you're unsure, take it to a mechanic or book RAR's pre-purchase technical inspection.

  5. Pay only at the handover

Never send a deposit, a delivery fee or a reservation payment for a car you haven't seen. Pay when you get the car, the keys and the documents.

  6. Sign a written contract

Write down the VIN, the mileage, the price and any faults you know about. Since 25 February 2026 the contract is void if the buyer owes local taxes, so settle them first. Our template fills in the car from the listing.

  7. Transfer the car to your name

Register the car with your local tax office, then have the registration transferred (transcriere) at DRPCIV within 90 days of the purchase.
